Development of the African Quality Policy (AQP)

The need for a African Quality Policy (AQP) was first identified in Article 67(1) of the Treaty Establishing the African Economic Community (AEC) of 1991 which called on Member States to:
a) Adopt a common policy on standardization and quality assurance of goods and services among Member States;
b) Undertake such other related activities in standardization and measurement systems that are likely to promote trade, economic development and integration within the Community;
c) Strengthen African national, regional and continental organizations operating in this field.
The recently launched agreement establishing the African Continental Free Trade Area (AfCFTA) recognizes the centrality of having in place the said policy as a means of facilitating free movement of goods as a key pillar of the AfCFTA. To this end the Agreement’s annexes related to addressing technical barriers to trade, sanitary and phytosanitary measures and the elimination of non-tariff barriers pre-suppose the existence of a robust continental quality infrastructure. … click here to read more

8th Pan-African Joint Committee and 4th PAQI Forum Events

On the dates of 4th and 5th August 2016, In Novotel Hotel, one of the splendid places in Abidjan, Cote d’Ivoire, two PAQI events were convened to review the progress of PAQI and its Pillars activities towards sustainable economic development through accelerating quality infrastructure development.

On 4th PAQI Pillars, namely The African Accreditation Cooperation (AFRAC), The Intra-Africa Metrology System (AFRIMETS), The African Electrotechnical Standardisation Commission (AFSEC) and The African Organisation for Standardisation (ARSO), together with representatives from the African Union Commission (AUC) and Physikalisch-Technische Bundesanstalt (PTB) had their joint committee meeting where the delegates were Dr. Hermogène Nsengimana, PAQI Chairperson, Mr. Ronald Josias, AFRAC President, Mr. Dennis Moturi, AFRIMETS President, Mr. Claude Koutoua, AFSEC President, Mrs Boudali Rezgui Narjes, ARSO President, Mr. Paul Michael Date, AFRIMETS representative, Mr. Reuben Gisore, ARSO representative, Dr Oswald Chinyamakobvu, AUC TBT Advisor, Mr. Martin Kaiser, PTB Consultant, Mr. Paul Walakira and Mrs. Nadine Umutoni PAQI Secretariat staff. ARSO and PAQI host a Quality Infrastructure Mobilisation and Awareness Creation Workshop for the East African Communit Legislative Assembly (EALA) Members at the Hilton Hotel, Nairobi, Kenya.

The workshop was designed to give the EALA MPs for the Agriculture, Tourism and Natural Resources Committee an insight into the elements of quality infrastructure, how they inter-relate and how they benefit developing economies as well as the role of ARSO and the Pan African Quality Infrastructure (PAQI)
