“Upgrading Quality Infrastructure in Africa”

Background


The Physikalisch-Technische Bundesanstalt (PTB) as the National Metrology Institute of Germany is implementing the project “Upgrading Quality Infrastructure in Africa” on behalf of the German Ministry for Economic Development and Cooperation (BMZ). The project aims to support economic integration in Africa by upgrading the Quality Infrastructure (standardization, metrology, accreditation, conformity assessment) in Africa and thereby strengthening industry productive competitiveness and reducing Technical Barriers to Trade. The project is closely aligned to Germany’s engagement to support the implementation of the African Continental Free Trade Area Agreement (AfCFTA). PTB is looking for an expert in Quality Infrastructure.


Key performance areas/tasks


• Provide technical advice and assist the PTB project team by providing advice in the field of Quality Infrastructure (QI);
• Coordinate activities and provide technical advice and support towards capacity development and other project measures (e.g. accompanying studies, awareness raising, etc.);
• Represent the above-mentioned project in relevant meetings at national, regional or continental level particularly with regards to quality infrastructure, implementation of the Africa Quality Policy (AQP) and/or support to the African Continental Free Trade Area (AfCFTA) Agreement implementation;
• Represent the above-mentioned project in different forums and ensuring the awareness of Quality Infrastructure as a cross-cutting discipline;
• Facilitate linking of PTB and GIZ programmes supporting the AfCFTA and use of synergies;
• Support implementation of recommendations and resolutions arising from relevant meetings on Quality Infrastructure in Africa;
• Coordinate events related to Quality Infrastructure with representatives of the African Union Commission (AUC), Pan-African Quality Infrastructure (PAQI) organisations, Regional Economic Communities (RECs) and other relevant stakeholders, when requested;
• Monitor progress on implementation of Upgrading Quality Infrastructure in Africa project activities;
• Prepare regular reports on implemented activities to PTB;
• Liaise with relevant stakeholders in the field of Quality Infrastructure including other development partners;
• Continuous research to track relevant events where quality infrastructure is playing an important role and should be represented;
• Close cooperation with other experts working in the scope of the above-mentioned project as well as with the project coordination team from PTB and the GIZ AfCFTA programme;
• Business trips in AU member states, as necessary;


General qualifications


Education


Minimum university degree in a technical field such as science, technology, engineering, law, economics, or any other discipline with connections to Quality Infrastructure


Professional experience


• 10 years’ minimum working experience in quality infrastructure related organisations, or in implementing regional and/or international quality infrastructure and trade-related programmes.
• 3 years’ minimum project management experience.
• Advanced knowledge of quality assurance, experience in coordinating/supervising and moderating groups/teams, advanced report writing and presentation skills, meeting and stakeholder coordination.
• Experience working with international institutions and stakeholders including at the policy level (governments, secretariats of regional economic communities, continental level)


Language skills


Proficiency in English is a requirement; Additional proficiency in French is desirable. Knowledge of more African Union working languages would be an advantage.


Remuneration/contract conditions (time frame)


The remuneration will be in accordance with the rules and procedures applicable to consultants and will be aligned to PTB regulations.


Consultancy envisaged to start as soon as possible covering six months, with an extension of up to 24 months envisaged.

Place of employment is Addis Ababa, Ethiopia.

The expert will be located in the premises of GIZ (AfCFTA support programme) in Addis Ababa, Ethiopia.


The expert will work closely with the long-term advisor on Quality Infrastructure/Technical Barriers to Trade within the African Union Commission (ETIM Department) and other officers within the Pan African Quality Infrastructure programme.
